Why don't gangsters ever use stealth?

it's kinda obvious when your pants are sagging your dirty drawers are
showing and you have over a dozen thug for life and your gangs name
with your address and city tattoos all over your body?

wouldn't blending in as a civilian keep some of the heat away?
